NIH Police Division To Take Delivery of $7 Million Worth of Ammo Just In Time for ObamaCare Launch

So why does the National Institute of Health need its own police division?  Why are they being so heavily armed the day before ObamaCare goes into effect? And keep in mind DHS, the Department of Health and Human services has its own police division also.

This is a Notice of Intent. This announcement constitutes the only solicitation; quotations are not being requested and a written solicitation will not be issued.The announcement number for this acquisition is NIH-OLAO-OD3-3116716 and is being issued under the authority of FAR Subpart 5.101 under the conditions as described in 6.302-1, 10 U.S.C. 2304 (c)(1) Only one responsible source and no other supplies or services will satisfy agency requirements. This acquisition is a small business set-aside. The associated North American Industry Classification System (NAICS) Code is 453998, which has a size standard of $7.0 million. 
The National Institutes of Health intends to procure supplies from Atlantic Tactical in support of the NIH Police Division. The manufacturer, Winchester Ammunition, employs a sole distributor for these products within the State of Maryland through Atlantic Tactical. As required for the maintenance of professional law enforcement standards and Division of Police Policy, the introduction of a new firearm will utilize large amounts of ammunition during live-fire practice phases of a new firearms training program. Further details are included in attachment titled ‘Justification’. The anticipated award date is September 20, 2013.

This notice of intent is not a request for competitive quotations; however, the Government will consider responses submitted. Responses must be submitted no later than 10:00 AM Eastern Standard Time (EST), September 18, 2013 to Anne Mineweaser at NIH/OD/OLAO/OA Simplified Acquisitions – Branch 3. Only electronic submissions will be accepted at All information furnished must be in writing and must contain sufficient detail to allow the government to determine if it can meet the above specifications described herein.

A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.
